There were 62 chemical accidents and 81 deaths in the first half of this year, down 22.5 percent and 12 percent respectively from the same period last year, but there were six major accidents, three more than last year and three more than the same period in 2019, the Ministry of Emergency Management reported on Aug. 19. These accidents have exposed prominent problems in some localities and enterprises, such as a weak concept of safe development, a weak awareness of the rule of law, a weak safety foundation, a low level of essential safety, and a lack of safety management. Work safety remains a grim and complex situation, and the task of preventing and mitigating major safety risks associated with hazardous chemicals remains arduous.
Chemical industry occupies an important position in national economy, is the pillar industry and the basic industry. The chemical production process is complex, and the dangerous chemicals involved are inflammable, explosive, toxic and harmful. Once the accident occurs, the damage is strong and the social impact is great. The safety of hazardous chemicals is the top priority in the work of production safety. Preventing and resolving the major safety risks of hazardous chemicals and resolutely curbing major safety accidents have a prominent status and great significance for the long-term social stability and the safety of people's lives and property.
The Ministry of Emergency Management requires that all regions, all departments and all enterprises and units should consolidate their responsibilities and do a solid job of safety prevention in the field of hazardous chemicals. Pay close attention to weather forecast and disaster early warning information, focus on lightning and electrostatic protection facilities, drainage system, storage tank area temperature and pressure detection and spray cooling system inspection, and timely eliminate safety risks. The relevant enterprises to produce and store heat can decompose substances on a screen, make sure production process, storage and transportation conditions conform to the requirements of the relevant laws and regulations standard, storage place must strictly implement the safety control measures such as cooling, ventilation, choose appropriate storage conditions of dangerous goods transport vehicles, protected from high temperatures cause safety accidents. Strict responsibility implementation, pay close attention to the characteristics of centralized inspection and maintenance of enterprises in summer, seriously do a good job in the whole process of safety risk identification and control, strengthen warning education and reminder, strengthen supervision and inspection, and effectively do a good job of safety risk prevention.
The Ministry of Emergency Management also reminded employees and the public to enhance their awareness of safety prevention, report violations of work safety violations in time, and jointly create an atmosphere of supervision and governance.
In order to encourage all regions, departments, enterprises and the public to learn lessons from accidents, the Ministry of Emergency Management also announced on August 19 five typical cases of chemical and hazardous chemical production accidents that have occurred since 2021.
1. Poisoning accident of Henan Shunda New Energy Technology Co., LTD
On January 14, 2021, a suffocation accident occurred in Henan Shunda New Energy Technology Co., Ltd. during the operation of extracting protective agent from the no.1 hydrolysate protective agent tank, resulting in 4 deaths and 3 injuries. Main lessons: The company failed to identify safety risks, including asphyxiation risks from high concentrations of nitrogen; The inspection of safety technology is not strict, and the restricted space is not isolated from the pipeline of dangerous chemicals; The site management is not in place, the safety investment is insufficient; The emergency rescue drill is not highly targeted, and the

In addition, its shareholder Haohua Junhua Group Co., Ltd. did not implement the safety production responsibility system, and examined and inspected the safety technical measures for high-risk operations of its subordinate enterprises.
2. Explosion accident in Hubei Xianlong Chemical Co., LTD
On February 26, 2021, an explosion occurred during the resumption of production of illegal methyl sulfide in Hubei Xianlong Chemical Co., LTD., causing four deaths and four injuries. Main lessons: The company's legal awareness is weak, the main person in charge does not understand the chemical industry, without change, without design, without permission, under the name of legal production of methyl sulfide illegal organization; The level of education of front-line employees is low, and they lack safety awareness and risk identification and control ability.
3. Poisoning accident of Jilin Chemical Fibre Co., Ltd
On February 27, 2021, a major poisoning accident occurred in Jilin Chemical Fibre Co., Ltd, resulting in 5 deaths, 8 injuries and a direct economic loss of about 8.29 million yuan. Main lessons: The company is missing important safety equipment, no fixed toxic gas alarm device, accident ventilation system, full-line DCS automatic control system and double-circuit power supply; Lack of risk identification and control, poor emergency response, no on-site disposal plan, no emergency equipment and other control measures; The safety awareness of relevant personnel is weak, and safety education and training become a mere formality.
4. Poisoning accident of Heilongjiang Kelenda Technology Co., LTD
On April 21, 2021, a poisoning and suffocation accident occurred in Heilongjiang Kelenda Technology Co., LTD., suihua Anda City, resulting in four deaths and nine injuries. Main lessons: The company's lack of legal awareness, weak safety awareness, did not implement the main responsibility of production safety, violations of the organization limited space operations; Risk identification and hidden dangers are not in place, and the risk of poisoning and asphyxiation is not identified in the maintenance of gas kettle; Safety management system is not perfect, lack of parking operation content; Job training of operators is not in place, and special operation safety training is not carried out; Inadequate emergency response capacity and insufficient emergency relief materials and personal protective equipment. In addition, without legally obtained construction permits for construction projects, construction starts without authorization, and construction before approval is a prominent problem.
5. Hebei Dingrui Petrochemical Co., LTD fire accident
On May 31, 2021, a fire accident occurred in Dingrui Petrochemical Co., LTD., located in Dongxing Industrial Zone, Nandagang Industrial Park, Bohai New District, Cangzhou City, resulting in a direct economic loss of about 38.72 million yuan and no casualties. Main lessons: The company's weak legal awareness, in the storage tank has not been completed acceptance, unauthorized use, illegal storage of diluted asphalt; Hazard factors were not identified before fire operation, safety measures for fire operation were not formulated and implemented, and unauthorized personnel were ordered to work in fire operation.
